[edit] Constructed languages

Constructed languages are by definition their inventors' regulations, so language planning, as known in natural languages, does not exist independent of the language itself.

Esperanto Akademio de Esperanto
Ido Uniono por la Linguo Internaciona Ido
Klingon Marc Okrand and Klingon Language Institute
Lojban Logical Language Group

The constructed language Interlingua is not regulated in the usual sense, as its vocabulary is the result of dynamically applying certain general design principles with respect to an existing set of natural languages with their etymologies and should therefore theoretically be mostly fixed independent from who is doing the "regulating".
